It seems to me that the opium production is really just a convenient way to obtain a cash flow. They're following the Maoist dictum of financing by whatever method is available as long as it doesn't oppress the peasantry.

I'm sure the fact that it's a narcotic is secondary other than for the political bonus that the much of the product will find find end users in the West.

Eradication programs are useless unless the central government (i.e. the West) finances a completely effective program, which would include a sensible income replacement for the farmers. Supplying the farmers a commercially viable crop seed would also require an ongoing secure environment. The West seems unwilling or unable to do this.

In a way, the situation is also similar to our own drug war. We net the small-time pushers but the higher-ups always get way. Many of our allies (the warlords) have their fingers in production but the target of the eradication is always the small-time farmer. It seems that our worst practices carry over.
