Markets--even pernicious ones such as drug and human trafficking rackets--always spring up to fulfill a need. They are not the creation of nefarious James Bond villains in their secret underground volcano bases. That is why precious little commentary about private military corporations (PMCs) ever really gets beyond juvenile agitprop. As non-state forces continue to expand their reach, private interests are going to continue to evolve to serve the needs of those afflicted by them.
A case in point is the pirate mess in Somalia. Most neighboring states lack the naval power to control the situation. The pirates are evading the European naval task forces sent to capture them through their usage of small boats and ungoverned Somalian littoral spaces. The pirates will not be struck in their bases.
Look, as Jay Fraser does in this ThreatsWatch post--to shipping companies taking matters into their own hands by hiring private security operators. If that fails, it is not hard to see shipping companies making deals with individual pirates and warlords to give them safe passage.
